Tier of nondescript nukes?

What statistics should we use, if character survives (or stated to survive) a hit with nondescript nuclear bomb? That is - if we don't know the exact model of nuke or how strong it is in kilotons, we know that it's a nuke and that's it.

The weakest nuke is Large Building level to City Block level. The strongest nuke is City level, at most City level+, potentially Mountain level. So character's Durability could range between those two extremes if he can survive explosion of nondescript nuke?
 
I think the most common tier is town level, since if a nuke is being used in fiction, it's probably meant to be one of the stronger nukes
 
Listing them all:


Man-portable nuclear missile launcher made with modern technology would likely have Large Building to City Block level (comparable to Davy Crockett).

Futuristic man-portable missile launcher with warheads superior to nukes (e.g. thermonuclear, anti-matter, quantum, photon, proton, etc warheads) - made for power armor user and usage from long range, so user doesn't blow up himself - would likely be Multi-City Block Level+.

Larger nukes dropped from strategic bombers are larger than Town level. Every strategic bomber can also carry nukes of all sizes. So even if we did know what vehicle was used to deploy nuke, it still leaves situation ambiguous because vehicle can carry different kinds of nukes.

If nuke is launched from something other than strategic bomber? Then it's all over the place.

If character is immune to every man-made weapon by physical force (not hax), then he's at least Mountain Level and likely Island Level.

I'm not saying statistically. The most famous nukes ever were both town level
If we take arithmetic mean of all nukes listed there, of their upper AP levels, we get about 6216440 Tons of TNT for "Average" Nuke or Small City+ level.

(20+250+600+1000+1000+5000+8000+10000+15000+20000+21000+22000+50000+150000+150000+250000+340000+800000+1200000+3000000+5700000+5700000+10400000+15000000+25000000+100000000) / 27 = 6216439.62962963 tons of TNT, 6.21643962962963 megatons of TNT.
