All Might is inferior in literally every single stat except for Lifting Strength. Which is irrelevant when All Might isn't a grappler and Tobirama can teleport out of a hold.

Prime All Might is currently 1 Gigatons and Tobirama is scaling to at least 2.65 Gigatons, as he is High 7-A+. Meaning Tobirama is 2.65X stronger than All Might. If the two punched each other at the same time, All Might would be overpowered.
