It's sad how the only recent activity this guy has received is from a thread that doesn't even concern him. Anyway, Low 7-B Brainstorm is being used and speed is equal, otherwise SBA.

Quote is probably versatile enough to get an edge over Brainstorms intelligence and seems to have the AP advantage
 
Yeah, I'm gonna go ahead and side with Quote as well. There's just too much he has that could take down Brainstorm. First off, his Booster 2.0 immediately gives him the advantage of flight. While this wouldn't help with his range game, as Brainstorm easily takes that, Quote doubles down on that with his variety of weapons. Brainstorm's primary form of attack is through electric bolts. And while that would probably hurt Quote a lot, he has a lot more offensive measures behind him. He can launch his Super Missiles, which could put Brainstorm on the defensive with his force fields, and then shoot at him with his Snake to bypass the shields. But his most effective weapon, by far, should be his Nemesis, which would likely cause Brainstorm to overload on electricity if it manages to hit.

Now, admittedly, this would be no cake walk for 'Quote, as Brainstorm is an absolute genius and could probably think of countermeasures to bypass Quote's weapons, and may even try to disarm him if he can. However, with the wide variety of weapons and other trinkets he has, he should be able to pull it off mid-difficulty.
