This is pretty blatant. Given how much stronger Royd is than most Sternritters it probably does only apply to those who scale to him.
For staff votes, there are a few hardworking staff such as DarkDragonMedeus who will lend their support to get things done. This is blatant enough that it's uncomplicated.

Only staff can do that. The purpose is clearly to stop people from spamming pings at people. Best to ask on the staff member's wall. DDM is a hard working and reasonable staff member who might ping some staff for this. Given that it's Bleach, and that it's a very obvious and basic thing, it should be pretty easy to get staff to respond with support.
