Question regarding Tier 0

If a tier 0 character creates a character stronger than himself, would both of them be tier 0?

Or rather, a character is tier 0 at first, but the author then creates another character who is stronger than him. Would the weaker character be bumped down?


The implication in Tenchi Muyo, was that there was someone bound to have been above Kami Tenchi, just like there was someone bound to be above the Choushin, so if the author did decide to create a character stronger than Kami Tenchi, would KT still be tier 0?

But this wiki doesn't use the term omnipotence.

If there's someone stronger than that omnipotent being, then it never was omnipotent to begin with. (That's what they told me here)
