This was brought up in a recent ability CRT but neither side can come to an agreement about the definition of Fear Manipulation.
Pretty much the disagreement comes down to this, one character was shown the ability to cause a group of people to become terrified and unable to fight back due his level of power. However in later arcs dipite a much larger power gap being present the same group of people were not frozen in fear. Would this count as a form of Fear manipulation with just the limitation that said charater has to be stronger than the character thay are fighting?
Edit: This same ability has been shown by multiple people in the verse as well
