Question about Speed Calcs in general

In my research I came across a statement saying that in a certain location, time simply doesn't flow. If time doesn't flow, then there's no way for anyone to move, since speed is equal to distance over time. Yet there are several characters in this media I'm researching who can move just fine.
To be clear, time exists in this location, it just cannot flow there. We know time still exists there because there are characters who can manipulate time who can still use their powers while in this location. My question is, what does this say about the speed of the characters who can move in this location where time doesn't flow?

I'd say Immeasurable since at that point, if time doesn't flow, you really can't measure your speed if you somehow moved without time.

immesurable means moving beyond linear time though, and is not like they are moving without time, if time doesn't flow then i think this qualifies for infinite speed since you are moving when time is always at 0

this is basically moving in stopped time
