I'm not hypothesizing this for the wiki or the sister wikis. I'm asking this in the context of fiction.

If 2 High 1-A beings fought, and one beat the other, would they get downgraded simply because one of the High 1-A's exploited the sole limitation of the other one, allowing them to beat them?

You mean two High 1-As from different franchises? No, they would not get downgraded solely because they lost in a vs thread.
