Question about One-Shot

In VS Threads is considered being around 7.5 times of difference for one-shot the enemy. But this rule does not seem to apply inside the power-scaling of every verse.

Can someone explain me why this gap is restricted just for vs threads?

it says on the page about one shots.

7,5 is the generally accepted one shot difference for cross verse stuff.

but you can't use it to scale characters for one shotting someone else in verse because it's different in every verse how much stronger you need to be for a one shot
