Question about Arceus's qualitative superiorty

Arceus become 1-A because it "encompasses both space and time, and unifies them as one and the same thing within itself, and at the same time is greater than them."

That said, I have no problem with the Heart being 1-A, since, to my understanding, it encompasses both space and time, and unifies them as one and the same thing within itself, and at the same time is greater than them. Seems pretty textbook 1-A, yeah.

But i don't understand why this counts as QS. Can someone explain it?
