Question about Agumon (adventure)

So recently it was decided that all non-royal knight level mega digimon should be downgraded to 5-B, due to scaling to ebemon who can destroy planets, however adventure wargreymon (original show not tri) is listed as "atleast high 6-A" due to being superior to devilmon. What's the reasoning for this?
