Perfect/Ultimate level tier upgrade
This a quite a big upgrade for the Perfect/Ultimate level Digimon.In Digimon Adventure novel a Perfect level Vademon was capable of destroying stars.

Previously we considered it to be an outlier but there are other similar feats, for example Vademon had sustained an entire galaxy sized pocket dimension which was said to be a compressed universe and contained suns, planets and even asteroid belts with it's own space-time. And later the said universe was destroyed by MegaKabuterimon, who was another Perfect.

And this isn't a case of MegaKabuterimon being above Perfect level power as he was defeated by other stronger Perfect such as Vamdemon/Myotismon and was shown to be comparable to ordinary Perfect level Digimon like MetalGreymon.
There is also Perfect level DarkSuperstarmon living within a Black Hole with him calling a Black hole his home and using Black holes and fragments of Supernova explosion as an attack. It should be noted that he was born from observation data of actual Black holes.
It is further evident by another Perfect Gerbemon/Garbagemon also has real Black Hole within it's trash can that it can directly use in its "Black Hole" attack.

Even then Gerbemon is considered weak for a Perfect level. So average Perfect Digimon should be above him.
Also, Perfect Digimon such as Digitamamon contains a dimension filled with stars and planets inside it's body and same for WaruMonzaemon who also had a dimension with stars within him and Digimon with Perfect level power are capable of destroying these. As seen with a Power of Hope amped Angemon destroying WaruMonzaemon's dimension alongside the Perfect Digimon. Note that Angemon with Power of Hope amp can fight on par against Perfect level such as DarkKnightmon.
Thus
- Perfect/Ultimate level Digimon should be upgraded to "Varies from At least 4-C to 3-C" with weak Perfects like Gerbemon scaling to At least 4-C while strong ones like Vamdemon being 3-C.
- Average Mega level Digimon should be upgraded to "At least 3-C, Possibly higher" for being far beyond ordinary Perfects to the point of seemingly impossible to defeat with attacks of Ultimate/Perfect levels and them being capable of bringing the Digital World to danger.

As shown before, Vademon's Abduction Beam attack had quickly destroyed stars, and other Perfect level Digimon are capable of reacting to said beams as seen with 2 ordinary Perfects Garudamon and MegaKabuterimon dodging the said beams in Adventure:.
As seen previously, MegaKabuterimon was also capable of shattering Vademon's galaxy sized dimension with Horn Buster in a short period of time, and a strong Perfect Vamdemon was not only capable of reacting to said attack alongside 3 other attacks of Perfect levels but also cancelled the attacks.
Angemon also has a similar feat with WaruMonzaemon's dimension and Perfect levels like DarkKnightmon can constantly keep up with his attacks.
For this reason, Perfect/Ultimate and Mega level Digimon should get Massively FTL+ Reactions and Combat speed.
