if a veres had many bulding/Large Bulding and a multit city block level feat would one of thos Characters porfome a tier 7 feat would it be consistent?

Depends, were the characters holding back when performing the other feats or was there a power up?
If not, then probably no.
It should be mentioned that some shorter series may only have 1 of these feats, so it's more of a case by case basis.

It really depends.
If this Tier 7 character is a top tier that doesn't scale to many people, then no that wouldn't be an issue.
If this character has explicitly gotten stronger since the Tier 8 stuff, then no that wouldn't be an issue either.
If there are a couple Tier 8 feats, but then comes a Tier 7 one, it might be deemed best to go with that and consider the Tier 8 stuff to just be AoE.
If there are numerous Tier 8 feats, especially Tier 8 being established to be their limit/impressive for them, then yes that'd be an outlier.
If this Tier 7 character is a top tier that doesn't scale to many people, then no that wouldn't be an issue.

this feat is from a charater that is even with everyone and they all have consistent tier 8 feats.

Depend of how the feat was executed: With no powerboost nor any justification:
a) If Building/Large Building feats were that were made in normal conditions, the MCB feat is not considered outlier if it took a great effort to do, or characters took a severe damage from it; any feat in tier 7 could be considered an outlier independently of how was executed.
b) If Casual Building/Large building level were made, the MCB feat is no longer outlier, and can be applied; tier 7 feats can be debatable.
c) If Super casual Building/Large Building level feats were made, MCB or tier 7 feats are not considered.

What if there was one City level feat and one iland level feat done with the same effert?

I ask this because my friend thinks that because there was 1 city level feat that even tho it was the same effert the Island level feat is consistent.
