I'll say Lapis for this one due to her having the range advantage, which will come in handy since she works best at range. Lapis can get really creative with her water constructs and the sheer amount of what she can do with them may be enough to overpower Nancy. I'm not sure what the AP difference between them is since it's only stated that she destroyed three nations and possibly the world in the past while Lil' Lappy caps out at 35.2223617872 petatons, but my bet is on her.
