Think I've got to give this to Shoto. Pyro's abilities would allow him to easily control and manipulate all of Shoto's flames and turn them against him, and he could even possibly combine them with his own flames generated from the flamethrowers he has equipped on his arms. However, he seems to be rather one-note with his powers, or at least he hasn't shown many unique moves or finesse. Shoto, on the other hand, can use his ice to freeze the battlefield, skate on the ice, generate giant walls to shield himself, and unleash really powerful ice walls which Pyro likely wouldn't be able to block.
