Nine is ESPECIALLY not that guy against Shoto.

Shoto has enough range to coat most of the mountainside with fire or ice, on top of being able to block any of Nine’s attacks by just destroying them with Flashfire Fist moves. Nine is left blocking with his shields, maybe trying to use lightning to hit him, but ultimately he’s gonna get blasted to hell and back, especially since Nine has no resistance to Shoto’s temperatures.

His shield likely isn’t enough to save him either. As we’ve seen, Shoto is comparable to Endeavor if not stronger. Remember when Endeavor broke through AFO’s shield with brute force? And how Nine’s shields can break if you hit them hard enough? Powerful enough fire attacks are eviscerating Nine no matter what barrier he puts up.

I'm going with Shoto. Nine doesn't have a very advantageous situation quirk wise as stated above. Plus, Heroes Rising takes place before the war arc and Deku wasn't even at 30 percent casual yet. War arc Shoto knocked out a weakened AFOShiggy, who should be decently above Nine.

Current Shoto is many times stronger than first war arc Shoto. The power gap appears pretty massive.
