SoL Sunflowers

Sunflowers primary fire is named "Sun pulse" and is denoted as being "sunlight" many times:
This is also further supported by her ability known as "Sunbeam", which is stated to be a beam of sunlight again:
All of this should be enough to support Sunflower as having SoL attack speed for her primary fire

Who Upscales

Using these websites we can figure out what current profiles scales to or above the regular Sun Pulse speed of 400m/s (For characters or moves that only appear in Garden Warfare) or 650m/s (For characters or moves that go on to appear in Battle for Neighborville) we have to do it this way with the characters since the speed of them vary between the games:
  • GW:
    • Fire Pea, Ice Pea, Toxic Pea and Plasma Pea with Gatling (450m/s, FTL)
    • Shadow Flower with Sunbeam (Instant hit, FTL)
    • Future Cactus with primary (600m/s, FTL)
    • Super Brainz with alternative primary (2000m/s, FTL)
  • BfN:
    • Cactus with primary attack (4000m/s, FTL)
    • Citron Navel Laser (2000m/s, FTL)
    • Sunflower with Sunbeam (2000m/s, FTL)
    • Captain Deadbeard with primary attack (4000m/s, FTL)
And every character should have FTL reaction speed as they're all comparable to the hero characters who appear in the GW/BfN games, who can react to sun pulses from Sunflower. Solar Flare is an amplified Sunflower so her attacks should be FTL, and Chompers should have FTL attack speed as they can blitz any opposing character by eating them.
 
Converting sunlight means it is no longer inherently SoL. Using this logic would dictate that all life on Earth is, in fact, SoL.
 
also you can't use game speeds to scale other projectiles to it, the characters need to be able to react to it to scale and thus the other projects to scale to them as well, not their projectile speed

The overwatch verse uses in-game speeds to scale the characters aswell, also why would reaction speed be needed for attack speeds to be valid?

I recommend that you alter this explanation in accordance with Mr. Bambu's comment, since what you wrote could be reasonably mistaken as claiming that solar powered energy creates outputs of the same speed as the light that it gets its energy from, which we know is false based on real life. Regardless, I agree that Sunflower's techniques that are rays of light move at the speed of light. It makes a lot of sense, and the statements about the nature of the techniques should be enough. Sunflower's light projection can be like a flashlight that can affect solids.

I disagree with the calculation logic. The 400 meters per second value for the movement of Sun Pulse is just a gameplay quirk, since the speed of light is millions of meters per second and I highly doubt that movement settings put in the games by computer programmers align with the canonical stats of the characters when various moves can be compared to the speed of light in this way. Computer programmers weren't trying to imply that a bunch of other characters are relative to the speed of light in the story, as if they had the option to begin with; you simply observed a quirk in how the games work that's non-canon to the story. Sunflower's ray of light techniques being the speed of light evidently has a contextual basis, seeing as how Sun Pulse's calculated speed is far slower than light speed. It follows that characters should only scale to the speed of light or faster than light speed when compared to Sunflower if the reasoning for it is contextual too. For example, I'm fine with Shadow Flower's Sunbeam being ranked as having faster than light speed, since it's also a quick ray of light like that of regular Sunflower and it's calculated to be instantaneous according to you.

Going along with my idea in the previous paragraph, Overwatch profiles using the calculated stats in gameplay just means the profiles are mistaken or there are special circumstances allowing it to happen.

I'm not familiar with Plants vs. Zombies Heroes, but I suppose your proposal here is fine.
