But on serious note, I think it depend to the "Potency" of the Power Null. For example, if A's Power Null is shown able to Power Null a being that more powerfull than him then A's Power Null is superior than B's Power Null who is shown only able to Power Null a being that weaker than him. I guess...

yeah dot is right depends on potency really like with my example above helios crushed kerobos's power null so yeah...
