Character A has supernatural luck.
Character B generates misfortune and induces bad luck
Character C has supernatural luck too.
Character B's ability works on Character A but doesn't work on Character C

Question:
Does Character B possess Luck Negation and does Character C possess resistance to Luck Negation?

Afaik Luck Negation isn't really a thing, bad luck is just a different form of Supernatural Luck and/or Probability Manipulation. Character C does have resistance tho

It could be a matter of potency, for example.

If we count Character A's ability as +50 Luck, and Character B's ability as -100 Luck, then character C might just have +500 Luck, so Character B's effect is irrelevant. Of course, this is all based on context.
