If character A absorbs/copies character B's powers, does it mean that he also has his resistance?

power mimic/absorption

It depends; for instance, someone that can copy spells or psychic abilities, and the other character's resistance comes from ratial traits, then the one that copied the powers doesn't get improved resistances.

Well if they are both powers due to their mutations I suppose that would be allowed?
Example: Rogue Copy/absorbs the powers of Random mutant, should she have the resistance too?

If the resistances are sorely based in the powers, perhaps.
