It only works on the ground and AFO can float if I'm not mistaken. Also Raia does not use the bfr in character aside from traveling.

Prime AFO shouldn't be used in fights currently, as we have no idea what his true capacities are yet. The Quirks we've seen him use in his weakened key are powers he didn't have before, with it being directly stated his style of fighting and his Quirks are completely different than what he had in his prime.

We have never seen Prime AFO fight and any ability we have seen is something only shown in a single panel flashback. His style of fighting and what powers he has are Unknown. Since his weakened abilities do not go into his prime key, he only has the powers we see in his prime key.

We know he likely has dozens of abilities beyond that, just we haven't seen them. So no he doesn't have flight either, not unless they show us.

AFO can't be used but even if he could I don't think Lifting Strength counts for AP so at most he could restrain Raia. Raia could possibly use his intagibility to dodge but I'm not sure if that would work since it only works on magic but on the other hand he was able to phase through a magic powered punch so there's ambiguity in there.

Prime All Might is capable of being used, as his abilities or fighting style haven't changed in any drastic way. And we've seen more of him than Prime AFO.

However please note that MHA High 7-A are baseline High 7-A or 1 Gigaton. While Black Clover's High 7-A+ characters are 2.65 Gigatons or 2.65X stronger than them.
