Power Girl's profile is fairly barren, and Tifa's is full of info. Combine with the fact that Tifa is Large Planet Level and Power Girl is LIKELY Large Planet but not confirmed, and I will have to give it to Tifa right now.
Also while I prefer blondes Tifa wins the looks too.

First off, I must say I love this matchup. A battle between two of fiction's most iconic busty beautiful and powerful women.
But as for actually analyzing the fight. It's extremely close, damn. Looking at both their profiles they are both at the same tier 4-B with solar system level power. They are equal in strength but according to the profiles Powergirl has the advantage in speed as it says she is massively faster than light while Tifa is just faster than light.
However, Tifa has far more powers/abilities that outclass those of Powergirl. Plus, Powergirl is weak to magic and Tifa has plenty of magic spells that are already extremely powerful. Like for instance the death spell which would surely kill Powergirl because it's already meant to be an instant kill move plus the fact that Powergirl is weak to magic meaning she would not have good enough durability to resist it which guarantees that it would kill her. Though, Powergirl's superior speed would help her avoid it for awhile but I think that Tifa will hit her with it eventually or will eventually hit her with her other magic spells.
So, I'd go with Tifa for the win. Plus, just as a side note... in terms of beauty I'd go with Tifa for that too.

@Jordan, I think Tifa is hotter because she is way prettier and I think more busty? Well, depends on the iteration of both characters I guess for the bust size part.
