That was because Ford made a gun he specifically made to kill Bill Cipher.

well that failed spectacularly, also how can he possibly make a gun that can breach the duraility of a 2C charatcer? Ford is a ultra genius or Bill's got a massive hole in his durablity...

Like Cross said, the Quantum Destabilizer was specifically made to try and kill Bill Cipher, but he fired it at the wrong spot and Bill was unaffected.

Ford said the gun was his Quantum Destabiliser, and was very explicit that it wouldn't actually harm Bill, but force him out of their universe. It would quite literally just destabilize his presence in the real world and send him back through the rip in space-time.

Pretty much what Azathoth and Everlasting said. Granted i forgot what Ford specifically said about what his gun was supposed actually dobut that is what would have happened to Bill had he made a perfect shot.
