I remember asking a question quite some time ago, asking why SS Goku and Vegeta are only Solar System level. I was told it's because there's no evidence they used god ki in those forms, which explained why characters on par with Goku and Vegeta were only labeled as Solar System level, which I guess did make some sense. However, I was scrolling trough G+ when I found this:
Scan 1: Goku was said to be stronger in SSJ than he was in SSJG, who is labeled as Multi-Galaxy+. He isn't labeled at that level in SSJ because there's supposedly nothing suggesting that he was using god ki throughout other fights, such as Goku vs Frost and Vegeta vs Magetta.
Scan 2: Goten sensed SSJ Gokus ki after he dropped the SSJG form, which was when he was said to have surpassed SSJG.
Scan 3: Piccolo could sense Gokus ki as well.
Scan 4: Krillin could sense base form Gokus ki in the RoF arc and claimed that it was greater than SSJ Gokus ki against Beerus.
Scans 1-3 prove that SSJ Goku without God Ki was at the same or a higher level than SSJG. Then we have Scan 4.
So basically, we have this:
Base Goku (RoF) => SSJ Goku (Fight with Beerus/Post SSJG) => SSJG Goku
Who/what would this upgrade?
• Goku (Base and SSJ forms)
• Vegeta (Base and SSJ forms/Equal to Goku, aside from SSJB KK├ù10 Goku)
• Cabba (Base and SSJ form/Could fight with Base Vegeta
• Magetta (Fought with SSJ Vegeta)
• Frost (Could fight with Base Goku, however he was suppressed)
• Piccolo (Could have beat Frost with the Special Beam Canon. Should only scale to his AP, as he couldn't do so without SBC, and was beaten by a tired Frost without having to hit him much)
• Goku Black (Was capable of fighting with SSJ2 Goku)
• Zamasu (Presumably equal to or suprior to a calm SSJ2 Goku, though when Goku seemingly became angered due to the similarities between Zamasus and Blacks ki, he couldn't keep up)
•Freeza (Since it would upgrade Goku, who he was even superior to at his max, it should upgrade him)
•Hit (Same reasoning as Freeza)
Other potential upgrade include the G.o.D's and their attendants, who are far superior to those listed above.
