Earlier in the episode, 3 purple dragons were given the same powers and easily defeated by the turtles:

Casey Jones and Donatello are able to survive attacks from posessed Raph, Mikey, and Leo:

Later in the same episode, Donatello and Casey fight Ho-Chan himself (The one who gave Raph, Leo, Mikey, and the purple dragons these powers to begin with) and are able to hurt him/cause him pain when he starts to take physical form.

Splinter is also able to fight Ho-Chan with ease on the spiritual plain in season 5:

There's a chance that the turtles (and by extent many other characters) could scale to Ho-Chan.
