Post-Wano Base Luffy scaling (WITHOUT Haoshoku Infusion)

So something that's been bugging me is the subject of what post-Wano Luffy will scale to without using Haoshoku Infusion.

I know Gear 4 and Strongest attacks scale to Dragon Kaido (since Gear 4 matched him and his Strongest Attacks smacked around and overpowered Dragon Kaido), but what would Luffy's Base, Gear 2, and Gear 3 scale to without Haoshoku?

This is technically for both post-Udon and Post-Wano Luffy, I guess.
