I got the impression that both the Angelus and the Darkness are of equal power. Their dimensions were universe-sized, supposedly infinite, but purely 3-dimensional. So they both should only be High 3A at most.

In the comics, Jackie managed to harness the 13 Artifacts (including the Darkness and the Angelus) to create a new universe with a new timeline. Only with the combined Artifacts did Jackie make the jump to Tier 2C.
