Possibly Godzilla (Legendary) Downgrad or Shin Godzilla (Upgrade)

I recently asked myself, is there any justification for Legendary Godzillas AP ? First I thought, that his AP was scaled from the MUTOS, but it was the other way round: they are scaled to Legendary Godzilla, for harming him.

Shin Godzilla also destroyed some buildings and did, this:

Which was scaled at Multi-City Block level. Later he sliced multiple skyscrapers with his beams. Which in general seems to have more destructive capabilities than the beam of legendary godzilla.

Because of this and the fact that the two Godzillas are almost equal in Hight and Weight, this would mean a downgrade of legendary godzilla.

What does the community say ?
 
That circular power scaling is concerning. All we really know for sure is that the MUTOs would have had to exert more pressure (force per square meter) than Godzilla would have experienced from the nuclear explosion at his location relative to the nuke.

It should be noted that his atomic breath in the Godzilla: Awakening comic killed but left the Shinomura intact whereas an identical Shinomura was completely vaporized by an indirect hit from the same nuke. It was vaporized even before it was inside the fireball.
 
Yea, AP= Dura has been one of my bigger qualms with this site. Until we actually find out what a beam from Godzilla or some other Legendary kaiju can do it seems unreasonable
