Yes but their own powers either way would still be established from the things that Arceus did make, matter or not. It seems really faluty to say the god of the verse cant posses the power of a simple Jirachi yet it would have the powers of the God tiers who literally made everything in pokemon. Its not like the other "legendaries" just had their powers come from nothing, everything in pokemon has to have some sort of connection to each other and Arceus's said creation. Such as the multiverse being created and things within those very universes spawning from the things that were made prior to the creation of the multiverse. Not directly creating it is understandable but those legendairies abilties should have come from A source that was established from the god tiers creation. There isnt any evidence to say that the other legendaries just had their own abilities spawned from nothing.

No. It could upgrade Incomplete Arceus to Multi-Universe level based on whether shaking several Universes is 2-C in potency rather than just range.

Now that you mention it, manga is tertiary canon whilst the anime is secondary canon. So, yeah, pretty much.

They are. When composite profiles contradict each other, that's when we go by the more canon media.

Kk that makes sense. But does this manga really contradict anything? Its overall pretty much the same thing as the movie with only a few differences, let alone differences that arent notable at all. Like in the movie those 2 trainers Ash and Dawn faced arent in this manga, Team Rocket dont make much of an apperance here, and Dialga and Palkia actually use their signature moves aganist Arceus.
