Some calculations I originally did in another Fandom Wiki which is in response to this video (which is in response to this tweet).

Calculations
Because Dash cannot wait for the Internet to search and download the picture of the Great Wall of China for his project report, he ran into the Great Wall of China to take the picture himself.
He took the route to China through Egypt. It is likely he took the same route back home.
By some Google Map estimation, the distance from the United States to Egypt is aroung 9375km, and from Egypt to China around 8125km.
As Dash ran into China to take the photo of the Great Wall of China and then went back home, he was likely travelling at around 2 x (9375+8125) km = 35000km = 3.5 x 10^7 m.
We now go back to the computer. It took about 1 second for the meter to show the image search loading process from 3% to 4% during Dash's waiting. The downloading speed is then estimated to be 1%/s. (I may be highballing the downloading speed here.)
By the time Dash move from the US to China and then back home, the meter jumps from 4% to 21%, which gives us the rough time spent in the journey time: 17s. We further subtract 1s spent on choosing the scene, taking the photo and checking the photo quality, and we get the time Dash actually running was 16s.
Therefore, the demonstrated running speed of Dash in the ad was (3.5 x 10^7 m) / 16s = 2.1875 x 10^6 m/s.
tl;dr: Dash ran at massively hypersonic speed in the ad (~Mach 6434), but still much slower than speed of light (1/137 speed of light). Should the ad be accepted as a source of speed feat.
 
I don't really think we should use a download bar as a reliable source of a timeframe. Download speeds vary, specially in the early to mid 2000s (oh, the nightmares those were). Secondly, when you got the distances, did get the specific locations in each country? I use Daft Logic for map calculations.

No idea where Metroville is, but it seems like a typical NYC stand in, so I'll use that. According to it, the total distance between NYC, Giza and the GWOC would be 16.580.953 km. So times that by two.

16,580.953 * 2 = 33,161.906 km. A considerably different difference.

That said, when I was looking for info on Metroville, I found that the movie apparently takes place in in 1962? Seems a little off but I haven't seen the movie in forever. So an ad including a computer is most defiantly non-canon. Ads in general are usually non-canon, with rare exceptions.
