Captain America has dodged bullets in the first movie without looking, before any formal training. Wouldn't that qualify as Supersonic?

I would say yes. He had no view of the shooter or gun when he avoided getting shot on the taxi. And later in the same scene, the spy hit the door that Steve used as a makeshift shield twice, so he definitely wasn't a bad shot. I believe Steve even dodged another shot just before or after this

Yes. A lot of MCU characters already have Subsonic because of those.
