Possible Base Flowey Tier

Currently he is listed as unknown due to his power likely changing as he gained and lost LV with each reset.

However, at the end of true pacifist run, he is able to use his vines to easily restrain Asgore, Toriel, Papyrus, and Undyne, (and also Alphys and Sans, but they aren't important here). Seeing as he hadn't killed any monster at this point (it would take every monster soul to equal one human soul -> he absorbs 6 human souls and every monster soul to equal the 7th, so every monster must have been alive) and would have no LV, could we place his absolute base as "7-C, likely far higher" from scaling?

Had he actually absorbed them though? He wasn't looking like Omega Flowey, so he might have just been holding onto them.

There is nothing stated that he will automatically turn into OF if he did absorb it
