Raava wasnt weakened just for inconsistencty she actually outright says why. When Wan separated them Vaatu continued to turn other spirits dark. That made him stronger and Raava weaker over the course of the year leading up to Harmonic Convergence.
Quoted by her: "As darkness grows....light fades". Her response to Wan when he said Vaatu was getting bigger and she was getting smaller.
So that was the only reason why. Both Vaatu and Raava should still have the same power as always outside of that. Otherwise, Raava and Wan combined wouldn't have even scratched a bigger Vaatu due to light and dark being unbalanced.

For what it's worth, TTGL did a bunch of Avatar feats in OBD. Some ended up in the High 6-C range. Could be worth looking into.
