Popeye easily wins with his Deus-Ex-Machina-in-a-can;
There's nothing Bugs can do against him and his Spinach. . .
Besides. . . Bugs was at the lack of Mercy of Elmer Fudd in Rabbit Rampage, since He was the Animator;
Popeye can escape and beat up the animator to get his way. . . He Even Survived the Universe getting turned Off by the In-universe Higher Entity in the comics!
He's Destroyed the Film Reel before in his episodes;
If there's one NON-WB Character that stands A Chance against Bugs Bunny; IT'S POPEYE THE SAILOR MAN!!
And Considering he was able to Turn an Anchor into Fish Hooks with his Punches;
The Only one who'd be able to survive against Bugs & Do what Elmer has tried & failed to do many times; IT'S POPEYE!!
