Shouldn't it be noted that he defeated the god of his verse? He apparently comes from the fourth dimension too. Would that effect Popeye's AP for beating a 4th dimensional being?

no, for the same reason it doesnt affect Alien X's AP for destroying a 5D barrier. unless the 4th dimensional is stated to be infinitely above lower dimensions, it doesnt mean anything for his AP.
