what's the limit on plot manipulation
could a hypothetical 100-C tier character with plot manipulation change the plot of the story and write the strongest tier 0 (with no plot manipulation resistance) out of the story?

NLF or No Limits Fallacy is a logic that acts as one of the cornerstones of the Wiki; it is the idea that stuff like manipulating the plot, adding new laws to reality, creating new powers on the fly, are limited to what has been shown in the sources.

So unless they have feats or statements they aren't even breaching Tier 2 with their powers, nor are they guaranteed a win against even characters in the same Tier as them unless they've shown applications of the ability in the source that would allow them to win.

Also Tier 11 is the lowest you can go.

hmmm makes sense, although it's technically arbitrary, without rules like that there'd probably be a lot of ridiculous matchups happening
also the tier 100 thing was just a fancy way of saying really really weak character
