I'm not too sure about the stopping the heart bit being explicitly because of electricity and not simply because Chiaotzu and Goku were taken for dead by the strong impact of the Makosen.

I'd say the abilities can stay anyway as a possibly for Piccolo even after losing the status of demon, as it might be related more to byology than whatever supernatural condition makes and unmakes you a demon in DB.

I could translate the Chouzenshuu 4 entry because, apparently, the Antenna Beam explicitly physically numbs and lowers the stats of the target.

I'm still dubious, because Goku's heart stopped temporarily in case of heavy trauma, while Chiaotzu just died and no one said anything about his heart. It might also be considered a side-effect of generic electric shocks, but without specific confirmations I'd be wary of giving him such a potent hax.

By the time of the Raditz Saga, Piccolo had lost his pure evilness and, thus, his Demon Clansmen status, which included his supernatural powers.
I'd reckon he didn't lose any of the abilities granted by his original mutations.

That would work as well for Toei Piccolo, alongside Attack Reflection and resistance to electricity.

I agree with this, but I wouldn't consider it as full stats reduction either, it's not artificial manipulation of statistics, it's a side-effect of damage and such.
