I thought about saying "At least 2-A, possibly High 1-B", but I don't know. Of course, this would make sense, seeing as Death fears Phoenix. This wouldn't like scale to the Avatars, though. Think of it like Mikaboshi or the Speed Force users. You get what I'm saying.

The reason I thought about saying possibly High 1-B was because every plane of reality for Multi-Eternity was treated as all of it's infinite dimensions, but other statements aid that as well. Do with it what you shall.
 
They imply higher dimensions in every plane of reality . We agreed with 2-A... Not High 1-B for Phoenox . Albeit Phoenix in some iterations is High 1-B though.

Fun fact: Hyperstorm is the first mutant to ever scale to " Every plane of reality " feats .
 
I can already think of justification.

At least Multiversal+(The Phoenix Force exists on every plane of reality), possibly High Hyperversal(Existing on every plane of reality could be referring to all dimensions in the multiverse. The Marvel Multiverse has been shown repeatedly to contain infinite dimensions. Death also fears the Phoenix Force)
 
It's gonna be a while before he makes any revisions involving any Marvel character. If PF gets High 1-B .. That implies.. Quite a few i can name off the top of my head receiving similar rating of " 2-A, possibly High 1-B "
 
Okay. I have the scans on me.. So if you need them let me know [ This loosely is related to this thread via mentioning of the every plane of reality ] :

Hyperstorm: Can destroy the Fantastic Four from every plane of reality . Resisted against the Dimensional Void which was beyond every plane of reality based on the need to use a device to reach them .Keep in mind they were able tp access every plane of reality. Based on the scan i have, Hyperstorm is implied to have made all heroes and the superhumans vanish from every plane of reality . No UN or anything, just via his own powers, especially considering the " You are all destroyed by Hyperstorm " . Yeah... That sounds exactly like the UN having the same exact High 1-B statement that was accepted .

Captain Britain : Scales to the same Phoenix that has the every plane of reality feat. Gained his powers from Merlyn , so Otherworld Roma and Otherworld Merlyn scale, and are even comparable to that Phoenix who has an "every plane of reality" statement . This is very important for later .

Meggan : Capable of absorbing every plane of reality in almost 3-5 instances. Absorbed the power of Otherworld, a Pan-Dimensional Place which by itself connects to every plane, the Citadel which does the exact same thing within the Otherworld, and the Matrix, so 3 sources of power simultaneously

Roma and Merlyn : Both via above reasoning.

Jim Jaspers : Owned Otherworld Merlyn and was stated several points to be capable of destroying their Multiverse,which in Captain Britain included every plane of reality.

Fury: Same deal as Jaspers .

Jamie Braddock: Revived Fury and said Fury stalemated Jaspers.

Scarlet Witch : Collapsed every plane of reality, all the dimensions of reality into one . Effortlessly owned Roma, who in the previous showing scales to such high-ends, by being easily above Captain Britain who stalemated the same version of Phoenix that has a High 1-B feat . A small portion of the Chaos Wave she made owned a amped Meggan who had the powers of Otherworld [ Pan-Dimensional Realm that connects to all planes of reality ] , Matrix [ Connects to all planes of reality ] , and Beyond [Pan-Dimensional Realm]

Franklin Richards : Stated to not only be a threat too great to ignore by Roma, but outright stated they could end Captain Britain's Multiverse, which included every plane of reality [ 6-7 scans i have proving this is rather consistent, and 3 scans implying Pan-Dimensional Multiverse ] . Superior to Hyperstorm when heavily weakened in that issue and no where near his full potential at his supposed full power [ Basically a weakened Franklin is superior to Hyperstorm , who even at full power is no where near his full potential, which he unlocks later when Adult Franklin trains him... Meaning he would be leagues into the tier ] . Summoned Multi-Eternity and Infinity from Abraxas Arc [ Stated to be a Boundless Multiverse and acknowledged by Matt previously as High 1-B ] and revived the Prime Galactus who later on harmed Abraxas , who at multiple points is stated to be a threat to Multi-Eternity in that issue . Stated to be a threat to All [ Which All would mean Boundless Multiverse ] and is comparbale to Chaos Wave Wanda, due to Roma treating them both in a very similar way .

I mean, the question and whatnot has been answered, the revision is just being awaited. But whenever Matthew wants to. Close it if you feel the need to.
