Person who fishes for other people vs. Person who swims a bunch? IDK seems like a fun match.

Ryley is 20 meters underwater; Pesci is on the boat Bruno and co. took to get Polpo's treasure on the open ocean. Ryley has all his best equipment, speed is equal.

Pesci with his normal cowardly self likely loses because although his ability is good, he doesn't like to follow his attacks with much conviction.

If this is confident "oni-kun" Pesci then he probably takes this with mild difficulty, his fishing rod goes through the water just as easily as it goes through the air since it's intangible and can bypass solid objects entirely. It quickly seeks out and grabs Ryley who has no choice but to have the hook travel up his body until it reaches a vital at which point Pesci can reel back and end his life. Being on a boat is also quite decent protection since he can't be seen very much from underwater.

Yeah, Pesci wins this more than often.

But anyways, since theyre starting with Ryley 20 meters underwater Ryley would know immediately where Pesci is whereas Pesci would not, Ryley timestops Pesci with the Stasis Rifle and locks him in a loop of being perpetually timestopped and then proceeds to stabs him to death. Or drags him underwater with the propulsion cannon and drowns him. Or turns him to a fine bloody mist with the repulsion cannon. Or electrocutes him. Or turns him into salsa with the PRAWN Suit. Or melts him with a gas torpedo. Ryley takes this with little difficulty.

Ryley would have trouble timestopping Pesci on account of him being shielded by the boat. Pesci doesn't need to look over the edge or anything, he takes his rod and shoots it through the middle of the boat since it frequently abuses its intangibility in-character.

Pesci can find out where Ryley is by extending his line throughout the general perimeter. Ryley can't see his Stand and if he brushes up against a piece of the line that lets Pesci know where he is and he can target him and kill him pretty quickly.

So yeah, Ryley is the stronger combatent here and has cool weaponry but Pesci's fishing rod is really good at finding enemies as seen in his fight with Bruno (where it was literally sensitive enough that it could detect Bruno's heartbeat amongst the speeding train) and if it lands it immediately snowballs into a victory for him.

@Hierophant He can time stop the boat as a whole with Pesci on board. He still has no idea where Ryley is so he'd just be attacking randomly.

Speed is equalized so while Pesci is tying to find Ryley Ryley just time stops him, theyre moving at the same speed.
