Resistance to Status Effect Inducement if he isn't or is barely affected by it.
A stamina and pain tolerance feat if he's affected but can continue fighting perfectly fine.
Interestingly, even the wiki isn't sure what to classify pepper spray as. I've seen it be classified as wildly different things, ranging from Status Effect Inducement, to even acid/fragrance manipulation. If it isn't fully explained why they aren't affected by it, I'd probably just list it as some form of pain tolerance in the stamina section

It's the same as tear gas and similar non-lethal chemicals.
On my own, I began listing them as Poison, similarly to how we rate as such the resistance to alcohol and drugs.
A chemical compound that is harmful to humans, even if not lethal, could still account as a form of poison.
I don't really like using status effect aside from videogame settings, unlike there are specific reasons to compare a given condition to what we imagine as "status effect".
