Paramount Sonic Continuity: Tom Wachowski and Robotnik Upgrade

This has been on my mind for awhile. We currently have an approved calculation for Tom Wachowski destroying a Badnik that comes out at 14,765.666 joules, which is Street level+. Along with acting as an upgrade for Tom, this would also be an upgrade for Robotnik, who can physically contend with Tom.

That's pretty much it. This is very straightforward
