Vanilla Ice should take it. Pac-Man still has to be able to touch Vanilla Ice to disintegrate him, and he can't do that when Vanilla is an empty ball of space. Vanilla would fly right through him and disintegrate his insides, and if Pac-Man is still alive he can just have Cream punch him and it's over. Plus Pac-man's size makes him an easy target.
