Gouketsu can catch Bakuzan's punches with mere finger pinches.
Overgrown Rover can casually tank attacks from a guy who one shot Fuhrer Ugly and Gums.
And look at Ogon Seishi's profile and compare it to the other Dragon levels.
Some Dragon level threats are much stronger than others.

Oh ok, cause I got to the meteor part in the manga and it was stated to be able to completely destroy Z-City. From what I remember Z-City is giant so if something could scale to it it would be like 6-B or something.
