You guys are thinking too hard. OPM is still a Japanese series so you can just go and search a standard Japanese stopwatch to find the units for it.

Each channel can be preset for up to 100 hours
Measurable up to 100 hours in 1/100 of a second
So based on this the units should be

Hour:Minute’Second’’Centisecond’’’1/10,000 Second

Good point. If Japanese stopwatches are set up like that, then it makes sense to use that rather than making additional assumptions.

Yeah, basically that.

Also, pretty sure ' are never used to represent seconds. If someone could bring out a clock that actually uses ' for seconds it'd be of a lot of help. Maybe if it is a popular clock in Japan that uses ' for seconds there is room for a possibly.

Additionally, there are tons of clocks IRL. CE seems to be like this one or this one (they're the first one I saw after searching "digital clock that goes up to centiseconds"); while the one used to represent the timeframe of speedsters is, how come, a stopwatch used to measure the speed of runners.

Just because one clock doesn't use ' to represent minutes it doesn't mean ' is seconds or less. And, well, the clock from the CE scan also doesn't use " for seconds nor "' for centiseconds. It's just another type of clock, there is no need to overanalyze things
 
The code for "Saitama and Garou Jump Around Io" should be corrected to 0.001, not 0.00001, if viewed as minutes.
