Crocodile has several tier 7 feats, which includes a Small City level Sand-storm. Because of this, it appears that the entire pre time-skip cast will have to be upgraded for AP and Durability.
Changing the Keys
Luffy, Zoro, and Sanji's keys from between Alabasta and Sabaody/Marineford are not quite consistent. The only blatant power-gap that is visible from Alabasta to Timeskip is between Water 7 and Enies Lobby (I'll elaborate on this later).
Because of this, it only makes sense to change the keys to the following:
Key: Alabasta Arc to Water 7 | Enies Lobby Arc to Sabaody Archipelago
Sabaody would be replaced by "Marineford War" for Luffy.
Alabasta to Water 7
Everyone from Alabasta and Skypeia will go from "8-A" and "Low 7-C" to being power-scaled to "Low 7-B" scaling from Crocodile, Luffy, and Zoro.
Crocodile performed a casual Small City level feat with his Sables, and Luffy was capable of overpowering and withstanding attacks from him. Zoro fought Luffy to a stale-mate during the events of Whiskey Peak.
This change is quite simple: Baroque Works profiles (Mr.4 2 and 1), Sanji, Robin, Enel, Enel's priests, Wiper, Smoker, and others currently 8-A to Low 7-C scale to Low 7-B.
During the Events of Water 7, Franky fought roughly even with Luffy, and Blueno tanked attacks from him and defeated Sanji on the Puffing Tom. These two would also powerscale to Low 7-B
Enies Lobby to Marineford War
As mentioned before, there is a clear power-spike for Luffy and Sanji in between the events of Water 7 and Enies Lobby. Both were incapable of defeating Blueno despite the former managing to easily overpower him in Base during the events of Enies Lobby.
A lot of the scaling will come from the Doriki scaling, which Rob Lucci blatantly states to have a linear power-scaling. He goes on to talk about being "5 times stronger" than Fukuro (800 Doriki to 4000 being a factor of 1:5). As a result, Lucci, scaling from Blueno (820 Doriki) would be just over Baseline City level in base. The rest of CP9 would range from Low 7-B to Low 7-B+ from this method.
Kalifa: Low 7-B (Shouldn't be much weaker than Blueno, and has a 630 Doriki as compared to his 820) - This affects Nami's pre time-skip tier
Franky: Low 7-B (Fought with Luffy during Water 7, and overpowered Fukuro and Blueno in strength)
Kaku: Low 7-B+ (Far stronger than Blueno, and should be more than half as strong as Base Rob Lucci) | At least Low 7-B+, likely 7-B (Far stronger than base, overpowered Zoro, and should be comparable to Base Rob Lucci) - this affects Zoro's Base and Asura
Jabra: Low 7-B+ (Comparable to Kaku) | At least Low 7-B+, likely 7-B (Overpowered Sanji, and should be almost equal to Kaku's Giraffe form) - this affects Sanji's Base and Diable Jambe
Lucci: 7-B (Has nearly 5 times the Doriki of Blueno, and very easily overpowered Base Luffy during their fight at Enies Lobby) | 7-B (Far stronger than Base. Casually one-shot Zoro and Luffy during Water 7, and could trade blows evenly with Gear 2nd Luffy)
Luffy: Low 7-B+ (Should be at least as strong as Base Zoro and Sanji. Overpowered Blueno's Tekkai with his normal attacks), 7-B with Gear 2nd (sent Base Rob Lucci flying with a punch, and should be far stronger than in Base), At least 7-B with Gear 3rd (Nearly One-shot Zoan form Rob Lucci, and could one-shot the Impel Down Jailer Beasts that could take hits from his Gear 2nd)
Gekko Moriah: At least Low 7-B+ (Stronger than Base Luffy) | 7-B (Capable of trading blows with Gear 2nd Luffy)
Oars: 7-B (Defeated all of the Strawhats and should be comparable to Gear 3rd Luffy)
Ryuma: Low 7-B+ (Fought evenly with Base Zoro)
Pacifista: 7-B (Took the efforts of Asura Zoro, Diable Jambe Sanji, and Gear 3rd Luffy to put down)
There's clearly many more characters affected, but these are the more notable ones...
Fishman Island Arc
Due to the earlier suggested changes, the High 7-C feat from Luffy is rendered redundant, and the Monster Trio would instead scale to "At least 7-B, likely far higher" from one-shotting the Pacifista and becoming far stronger than their pre time-skip counterparts by a vast degree. Pretty simple.
