Haoshoku Haki should get empowerment.
It's empowered by the user's willpower and its strengthened by personal growth.

We see Kaidou's Haoshoku Haki infusion become more potent because of his rapid changing emotions. Brings consistency.
Haoshoku is also awakened by people bringing out strong emotions.

So basically, Haoshoku should get empowerment. Even in it's earlier states.
