You don't need to burn something for heat to pass through it. Haki does allow one to resist heat, and stronger Haki can resist more heat as seen with Sanji in Wano but Haki doesn't negate heat completely.If the heat has shown capabilities of interacting with a spiritual energy system similar to Haki in a verse-equal scenario then sure, but Heat can not burn something that doesn't even have matter.

It has though?I'm not sure why you think that any ordinary heat can't interact with projected Haki at all. Yes, the heat isn't directly touching Luffy himself first, but Haki hasn't been shown to flat-out stop all levels of heat.
And it doesn't solve the issue that for passive heat in the area, the heat would just go around the barrier. Haki emission hasn't been shown to work like an omnidirectional forcefield all around the user.
