I don't know what t9 means, but if you meant why didn't Queen oneshot Greenbull... uh Greenbull is far stronger than Drake and Who's Who combined.
I mean, WW told Drake they would double-team Queen, and Drake went "yeah, that sounds reasonable," so I feel like WW should be strong enough that he can't be onetapped by what Drake has seen of Queen's power.

Eh, just cuz Awakening can take it without Buso or Rokushiki doesn't mean Buso + Rokushiki Hybrid could, though Base Buso + Tekkai Lucci did eat Buso Zoro's attack which could block Zoan King's strikes.
