One Piece Cloud Calculation Rule (For One Piece)

There are also scenes in the manga which contradict the Conqueror's cloud split being the product of an omnidirectional shockwave. When Big Mom and Kaido clashed for example, both of them were inside Onigashima at the time and yet we don't see their surroundings or the people nearby being blown apart by a massive shockwave which would have to go through the Skull Dome in order to reach the clouds.
I'm confused about this.
Haki already introduced idea of affecting what you want to affect (both with swordsmen and others) so the dome being unaffected by the clash isn't anything but the users choosing not to break it.

And during that very clash, the clouds DO disperse in a circular motion. Just not the main big split. The lower clouds around Onigashima (yellow) disperse in a circle behind onigashima and towards the screen/viewer, implying the shockwave was omnidirectional. The higher clouds split in half initially then get blown apart (the anime supports this both with luffy/kaido and roger/wb's clashes)
The lower clouds around Onigashima get dispersed in a circle. The upper much higher clouds (likely resulted by Kaido's ability rather than the environment) get split in half.
