First of all, the word let time pass that Mobius says is echoed between the timelines when the scene ends, if you pay attention to the moment when the timelines first appear, you can hear this word, and then we hear some indistinct sounds, which are probably sounds from other timelines. In short, Loki hears and sees everything that happens in all timelines, so he is omniscient.
